Working meeting on study report "Torture and ill-treatment against children / minors in the context of juvenile justice: the spread, impact, prevention and identification of cases, provision of support and reporting”.

 

Recommendations of the study report "Torture and ill-treatment against children / minors in the context of juvenile justice: the spread, impact, prevention and identification of cases, provision of support and reporting ", opinions and proposed solutions for institutions involved in combating torture were discussed in the working meeting on 29 March 2013 held in the Center for Human Rights of Moldova.

In carried out study with support from the European Union within the EU-UNICEF joint project "Protection of children against torture and mistreatment in Central Asia and Eastern Europe" was investigated several aspects of torture phenomenon and ill-treatment against minors. Also, the Center for Human Rights of Moldova and Rehabilitation Center of Torture Victims "Memoria" produced a report on this topic.

During discussions the representatives of the Ministry of Internal Affairs, General Prosecutor's Office, Ministry of Justice, Department of Penitentiary Institutions, representatives of UNICEF Moldova and other experts discussed the Report with identification of ways to achieve the recommendations proposed in the study.

In the general opinion of those present, a first step to a radical change of attitude towards torture and ill-treatment may be the modification of normative framework, implementation of legal provisions existing in this area, involving each institution concerned to eradicate the torture phenomenon.

Elaboration of common set of indicators for collection of data regarding the subject of study, evidence and data processing, monitoring and evaluating the quality of legal assistance provided to minors that are in conflict with law, providing adequate psychological assistance, effective work with juvenile probation are other factors for a substantive change.

Participants at the meeting concluded that the need for raising of public awareness regarding the phenomenon of torture and ill-treatment and its consequences on victims and society is a social imperative of the time.
