Various aspects regarding the existing situation and the latest developments on the respect of human rights in Moldova, issues of CHRM activity were discussed during the meeting of Parliamentary Advocates Anatolie Munteanu, Tudor Lazar, Aurelia Grigoriu with Nils Muiznieks, Council of Europe Commissioner for Human Rights.
During the meeting it was noted the fact of current implementation of the two documents of strategic importance concerns the field of human rights and CHRM activity: National Action Plan on Human Rights for 2011-2014 and Justice Sector Reform Strategy for the period 2011-2014. It was also noted that CHRM is responsible for carrying out several activities provided in National Human Rights Action Plan and the improvement of the legal framework regarding the Parliamentary advocates provided in the Justice Sector Reform Strategy.
The director of CHRM Anatolie Munteanu stressed the importance of strengthening the national ombudsman institution role as promoter of state policies on human rights and to strengthen its institutional capacity. Also Parliamentary advocate noted the importance of ensuring, following the reform of the justice sector, the real independence of those who act in legal field in the Republic of Moldova. Regarding the NHRAP, Anatolie Munteanu mentioned that it must contain more substance with the removal of simplistic and formal approaches in the process of implementation of the action plan.
At the meeting were highlighte the registered progresses in the field of combat with discrimination. In this regard was noted that the Law on ensuring equality, which entered into force on 1 January 2013 is not perfect, but it is an important step thru adoption of a comprehensive legal framework in the field.
The dissections were focused on the activity of the National Preventive Mechanism for Torture Prevention. Anatolie Munteanu stressed the registered evolutions from the creation of NPM in Moldova and made the reference to existing problems in this area. According to the ombudsman the number of visits made in frame of NPM rose from 43 in 2008 to 238 in 2012, in recent years was set good relations of cooperation with relevant institutions under various ministries, including the Prosecutor General's Office, where activates a subdivision specialized in this area.However, the director of the CHRM who is also the Chairperson of the NPM, mentioned on the existence of some serious problems related to detention conditions which can hardly be solved without outside assistance.
The Council of Europe Commissioner for Human Rights appreciated as very useful the discussion with Parliamentary advocates, announcing his readiness for collaboration to enhance the protection of rights and fundamental Human freedoms in Republic of Moldova.
