The meeting at the CHRM aimed to familiarize students with the activity of national institution for protection of human rights, attributions of the Parliamentary advocates, working methods applied in performance promotion and protection of human rights.

The director of the Center for Human Rights made an overview of the CHRM, functioning, its structure and functional responsibilities of ombudsmen, coming up with concrete examples of involvement of Parliamentary advocates in solving of certain cases of restoration of citizens' rights. Anatolie Munteanu also referred to the function of National Preventive Mechanism and the dynamic of petitioners address at the Center petitioners regarding issues of torture and ill-treatment application. According to the Parliamentary advocate, in 2012 the institution registered an essential decrease in number of requests that invoked this topic from 280 in 2011 to 217 in 2012. This is because of increased number of preventive visits made by the NPM in detention places from 43 in 2008 to 251 in 2012.

Students have requested some clarification on ombudsmen actions in areas such as fight against school violence and domestic violence, the most common reasons for appealing to CHRM. In this context, Anatolie Munteanu has referred to the findings of the study conducted by the Institution on the topic of youth deviant behavior, the Center findings regarding tendencies and manifestation of violence certified in schools in recent years. The director of CHRM noted that the most common reasons for appealing to CHRM are connected, constantly, to alleged violations of the right to free access to justice, the right to assistance and social protection to private property and employment as well the right to personal security failure and personal dignity.

Other questions were focused on legal education activities and public information, including the morality of people appliance to Parliamentary advocates. Students have announced their interest to come to an internship at CHRM, on a voluntary basis. The director of CHRM welcomed the openness of young people to get involved in a practical way in actions of human rights protection, inviting students to engage in activities of Public Bureau of Parliamentary advocates, which was opened in Chişinău in May last year. Anatolie Munteanu informed the students about the conditions of work of this structure, designed to expand the number of beneficiaries of legal assistance from the socially vulnerable category of people. The director of CHRM spoke about PBPA already opened or waiting to be opened in other parts of the country. Finally, it was mutually agreed on holding internships for students of the Faculty of Law, of SUM at the Public Bureau of Parliamentary advocates that activates in a framework of the Center „Ecoul Cernobîlului”.
