The CHRM teem – Ombudsman Tudor Lazăr, official servants Carolina Cazaciuc, Natalia Vişanu, Elena Draghici, and CHRM’s Campaign partners representatives of Promo-LEX Association and the Center for Assistance and Social Protection of Human Trafficking VictimsLilia Potîng and Lilia Gorceag had a meeting on 27 October with Capaclia village inhabitants from Cantemir Region.
At the meeting with the topic of domestic violence and measures for its prevention and combat, participated the mayor of the locality Alexei Busuioc, the social worker and the sector policeman, teachers, village inhabitants.
The Ombudsman Tudor Lazăr, pointed out the seriousness of domestic violence phenomenon in our country and noted the need to take urgent and decisive action to combat this scourge. Among others Tudor Lazăr estimated that 7 of 10 women from rural areas at least once in their life faced with a type of domestic violence. According to the General Police Inspectorate, only in 2013 were recorded 1417 crimes related to domestic violence within family relationships being committed 22 murders, 5 determinations of suicide, 93 serious injuries, of which 36 cases occurred to victim's death. This state of things determined the jurists ofthe Center for Human Rights of Moldova to launch the current campaign of domestic violence combat, designed to draw the public attention to the problem, including persons responsible for preventing and combat of this phenomenon, pointed the Ombudsman. The jurists of CHRM and Promo-LEX informed those present about the legal framework for prevention and combat of domestic violence, mechanisms to protect victims of family violence, coming up with examples of examination experience/involvement in solving of such cases.
The psychologistfrom the Center for Assistance and Social Protection of Human Trafficking Victims (CAP) Lidia Gorceagspoke about the activity of the Centre, the services that it and other similar institutions provide. The CAP representative also referred to the nature and causes of violence in the family, explained the types of domestic violence and their impact on family members, children and society as a whole.
The mayor, social worker and the sector policeman presented information about the Capaclia’s situation on domestic violence. The sector policeman complained on law number 45 imperfection which does not allow to provide adequate protection to victims of domestic violence. It was also noted that near the village Capaclia they are no rehabilitation centers for victims of domestic violence. As a result, abused persons either do not request the police officer help, either renounce on a certain stage of protection measures. That because the imposed fines to aggressors are paid from affected by violence family budget. It was also noted that in Capaclia there is a case where the aggressor role lies to a woman
Other participants in the discussion have discussed the issue of violence against children and counseling services for them, implicitly the efficiency of hotline for minors who are facing some problems. The psychologist Lilia Gorceag, gave details of confidence line for children functioning. She also explained how can be identified teenagers with problems, those who are subjected to family abuse or violence.
The meeting participants were unanimous in the idea that domestic violence phenomenon is a painful one, with adverse effects both for family members affected by violence, and for society as a whole. However, quietness in the community depends on tranquility and good understanding of each family. And this requires the concerted efforts of community members, social worker, policemen, teachers and local public authorities.
