The meeting of Anatolie Munteanu, Parliamentary advocate, director of the Center for Human Rights of Moldova with the Nicola Harrington-Buhay, UN Resident Coordinator and UNDP Resident Representative in the Republic of Moldova

On March 21 ,2013 Anatolie Munteanu, Parliamentary advocate, director of the Center for Human Rights of  Moldova had a working meeting with the Nicola Harrington-Buhay, UN Resident Coordinator and UNDP Resident Representative in the Republic of Moldova.

During the discussions director of the Center for Human Rights from Moldova  made an overview of the activity of the National Ombudsman Institution stressing the importance of planned reforms implementation. However, Anatolie Munteanu noted the importance of political stability for the efficient realization of proposed objectives.

Were highlighted the Republic’s of Moldova obtained results in the area of justice, combat of ill-treatment, elimination of discrimination. The interlocutors were unanimous in the opinion of the need to maintain open communication and close relations of cooperation between the CHRM and UNDP Office into achieve the objectives of promoting fundamental rights and freedoms in our country.

Anatolie Munteanu made a reference to the cooperation with UNDP Moldova Representative Office in the process of implementation and monitorization of the Convention on the Rights of Persons with Disabilities. The Parliamentary advocate said that CHRM collaborates with several NGOs representing people with disabilities, organizations whose activity is effective and social resonance - visible. These organizations meet a large number of members, more than 76,000 people with disabilities. It was pointed out the level of UNDP assistance related to activity of the Parliamentary advocate for the protection of children's rights and obtained results in this regard.

Anatolie Munteanu has informed the Nicola Harrington-Buhay about the high level of cooperation of the CHRM with the UNDP Moldova in a frame of tween-projects and other joint activities where the National Ombudsman institution in Moldova was the main partner. Established effective collaboration is due to common ideas, while there are still areas of cooperation that are not fully exploited.

In another train of thoughts the Parliamentary advocate Anatolie Munteanu expressed his belief that the working group established by the Ministry of Justice for drafting amendments to the Law on Parliamentary Advocates and CHRM activity will come with a quality product, focused on the realities of the Republic of Moldova, and the support from UNDP Representative Office will be constructive and consistent.

With the reference to the activity of the National Preventive Mechanism, Parliamentary Advocate stressed the positive dynamics registered in the field of preventive visits: from 33 - in 2008, to 251 in 2012. Has increased the number of reaction acts submitted to relevant authorities: from  43 - in 2008, to 210 -  in 2012.

Discussions were focused on the subject of efforts and steps taken by CHRM in order to achieve accreditation for National Ombudsman Institution with A status. Anatolie Munteanu mentioned on rejection in September 2011 of a set of proposals designed to eliminate the deficiencies cited by the ICC Sub-Committee on Accreditation

Nicola Harrington-Buhay was informed upon the level of cooperation of the National Ombudsman Institution with various international bodies such as: the Subcommittee on Prevention of Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (SPT), UNDP Bratislava Regional Centre, Ombudsman Offices in Poland, France, Estonia, etc.

UNDP Resident Representative thanked for this meetingand proposed that the next meeting should take place in the near future already at the UNDP in Moldova Representative Office, on which will be discussed UN expert’s Tomas Hammarberg report on the respect of human rights in the left regions of river Nistru, issues concerning cooperation in 2013

Anatolie Munteanu and Nicola Harrington-Buhay have expressed interest in developing and intensification of collaboration between CHRM and UNDP Moldova by carrying out of new joint-projects in the area of human rights and fundamental freedoms promotion.
