The observace of children's rights to family habitation. Analysis of the existing situation in the Republic of Moldova through the best practices of other countries was the topic of the international conference hosted by the CHRM and Tamara Plămădeală, the Parliamentary Advocate for the Protection of Children’s rights on 4 October 2013.

The event took place in Hall Răut of the Hotel Leogrand& Convention Center with the occasion of fulfilment of fivr Years from the establishment of the Parliamentary Advocate for the protection of children’s rights in the Republic of Moldova. The meeting was organized for the realization of point 80, paragraph 8 of the National Action Plan on Human Rights 2011-2014.

In the framework of three sessions of the international meeting following issues were examined: The legal framework for the protection of children without parental care and orphans;Institutional mechanisms for the protection of children without parental care and orphans; National and international adoption - legal regulations and practical aspects.

The  international conference was attended by more than 70 participants, including nine foreign guests: Scotland’s Commissioner for Children and Young People, the Chair-elect of ENOC ― the European Network of Ombudspersons for Children, Thomas Baillie, ombudsman of Latvia, Juris Jansons, Deputy People’s Advocate of Romania, Ionel Oprea, senior advisor of the Office of the Chancellor of Justice from Estonia, Margit Sarv, Counselor of the Ombudsman for children's rights in Croatia, Daniejela Zagar, head of the children's rights department of the Commissioner of the for human Rights of the Ukrainian Rada, representatives of the organization "Save the Children"  from the Russian Federation.

The event was also attended by officials from the Republic of Moldova with attributions in this field (Deputy Prime Minister, President of the National Council for Child Protection, Tatiana Potîng, Minister of Labor, Social Protection and Family Valentina Buliga, presidential adviser Mihail Şleahtitchi Central an local government representatives, the workers in the judiciary, the representatives of civil society and diplomatic missions.

The Deputy Prime MinisterTatiana Potîng, welcomed the participants of participants noting the importance of the event for a comprehensive exchange of information on good practice in children's rights. The official representative stressed that the issue of the child's right to family habitation is in the constant attention of the National Council for Child Protection. Tatiana Potîng also referred to actions taken by the Government in order to reform the residential system, emphasizing openness of public authorities in these tasks for any action aimed at ensuring the observance of child rights.

The presidential adviser Mihail Şleahtiţchi came with a message from the first lady, Margarita Timofti, in which he highlighted the importance the issue and consolidated actions of all relevant institutions to ensure the observance of child’s right to family habitation.

Present at the meeting, the Director of CHRM Anatolie Munteanu, stressed the importance of child rights observance and expressed its confidence about the usefulness of the exchange of views and information on this topic for developing protective measures for children's rights in our country.

Scotland’s Commissioner for Children and Young People, the Chair-elect of ENOC,Thomas Baillle provided details of the legal and institutional mechanisms for the protection of children's right to family habitation in his country. The official said that in Scotland managed to essential reduction of the number of children in residential institutions and alternative care services are similar to those applied in natural families.

The Vice President of the Buiucani District Court, Chisinau, Liuba Pruteanu, who moderated the first session of the conference, gave an overview of the national framework for the protection of children without parental care and those orphans. Prosecutor's role in defending the rights of children without parental care and orphans "was the theme of communication of Mariana Gornea, prosecutor, deputy chief of minors section and human rights from the General Prosecutor’ Office. The head of the Public Security Directorate of the General Inspectorate of Police Marin Maxian, spoke about children without parental care and orphans that are in the attention of the police. In the second session of the conference, moderated by Liliana Rotaru, the President of AO CCF Moldova, representative of the Ministry of Education, Virginia Rusnac addressed the role of the educational system in the development of national mechanisms for the protection of children without parental care and children orphaned.

The Minister of Labor, Social Protection and Family Valentina Buliga made reference in her in communication on child welfare reform in Republic of Moldova, the activity of social services: foster care, social services as: family-type children's home. The Minister spoke about measures to strengthen institutional and functional skills of public local administration in area of ​​children rights protection, the general objectives of the Strategy for Child Protection and Family 2013-2020 ( the text of communication). Subsequently, a representative of MLSPF pointed more aspects related to the situation on the national and international adoptions in Republic of Moldova.

The Ombudsman of Latvia Mr. Juris Jansons, informed the audience about the situation in his country in terms of protection of children without parental care and orphans (the text of communication), institutional mechanisms for the protection of this category of children and problems existing in the field.

The representative of the Commissioner for children's rights in Ukraine, Ilya Pevnev, informed about his country's experience in protection and assistance provided to orphans and children without the parental care (the text of the speech). About practices applied  in this field in Estonia and Croatia have spoken senior advisor in the Office of the Chancellor of Justice, the Department of Children's Rights in Estonia, Margit Sarv (the text of the speech) and the advisor of children's ombudsman of Croatia, Danijela Zagar (the text of the speech).

Livia Marginean, psychologist, family services coordinator from AO CCF Moldova, addressed the topic "The role of civil society in the implementation of national mechanisms for the protection of children without parental care and orphans. The experience of AO CCF Moldova - child, community, family" (the text of the speech).

During the third session of the international conference were discussed the topic National and international adoption - legal regulations and practical aspects. Tamara Plămădeală, the parliamentary advocate for children rights protection expressed her opinion on this matter (the text of the speech)

Iulia SÎRCU, Judge, Vice President of civil, commercial and administrative contentious Collegium of the Supreme Court addressed the theme "National and international adoption - legal regulations and practical aspects." and Deputy People’s Advocate, Ionel Oprea, made reference to the adoption system in Romania (the text of the speech). About issues regarding "medical aspect of the procedure for children adoption in Republic of Moldova" the audience was informed by a representative of the Ministry of Health.

In the context of the international conference was launched the web page of the CHRM for children. It aims to inform children about human rights as well as create a virtual space for discussion on this topic between parents and children. Thereby adults (parents, guardians, foster parents, teachers, social workers) will find useful materials and answers to frequent questions. The page will include also one online game related to the issue of human rights for children.
