The parliamentary Advocate Tudor Lazăr, welcomes the decision taken on modification according to the actual legislature of the contract concerning blocks management, which was proposed to be concluded between the owners and management companies of municipal housing fund.
An agreement to this effect was reached recently during the experts meeting of the Agency for Consumers Protection, of the General Division of communal living arrangement of Chişinău Municipal Council and the representative of the European Delegation for energy and construction problems.
Previously the Parliamentary Advocate was matter to itself from the media regarding concerns expressed by civil society representatives in connection with the contract of blocks management proposed by the municipal authorities to many residents of the Capital, in the context of a project for energy efficiency further realization.
Given that civil society representatives put forward some arguments that would imply a possible touch of citizen’s right to own property, the Ombudsman reviewed this document and warned municipal authorities on certain provisions of the contract which may prejudice the interests of homeowners. To avoid any unwanted disputes, the Ombudsman recommended that the municipal authorities to act in strict accordance with the law.
Tudor Lazar welcomes the decision to review the management agreement of the blocks in order to ensure the rights observance of citizens to property.
