On 10 September 2015, the members of Ombudsperson's Office – Gheorghe Bosii and Iurie Dubenco visited the Penitentiary No 13. The reason of the visit was to investigate the allegations of Anatolie Matasaru, that the detainee I.C. is put under psychological pressure by the employees of the penitentiary.

During the visit, I.C. was talked to, and the materials needed for the investigation of the allegations were collected. I.C. declared during the meeting that on 8 September 2015 he made a cut on his left arm in sign of protest against the fact that he is being detained alone in a cell. He cannot take loneliness, besides the fact that he has health issues. This is what he informed his father about by phone. He said that he felt psychologically pressed because he has a file in which he is in the position of victim of torture.

Out of the discussions with the Head of the Regime and Oversight Service of the Penitentiary No 13 – Igor Gantea, it emerged that I.C. is being detained alone in a cell because he is under state protection, and isolation is one of the measures. He hurt himself because the regime was violated. In this case the detainee was provide medical assistance. Considering the statements made, the Head of the Penitentiary No 13 was recommended to continue to provide medical assistance, and a psychologist's services.

During the visit, the block and cell where the activist G.P. is being detained was also visited. The conditions of detention correspond to the standards of detention. G.P. mentioned that at the initial apprehension stage in the detention center of the Police Inspectorate in Riscani District of Chisinau Municipality, there were no windows in the detention cells, and no power, which is why the cell was dark. He believes that no-one should be placed in such detention cells.

In conclusion, the Ombudsperson's Office did not find any violation of human rights in the cases concerned, as all the necessary measures to ensure the observance of detainees’ rights were taken. Also, a monitoring visit shall be paid to see the conditions in the temporary detention center of the Police Inspectorate in Riscani District.
