Training for the Employees of the Penitentiary System

On 15 September 2015, the Ombudsperson's Office organized a workshop on “Notions about Torture. Guarantees Against Torture, National and International Standards Ensuring the Observance of the Right Not to be Subject to Torture, Cruel, Inhuman and Degrading Treatment or Punishment” and “National and International Human Rights Protection Mechanism. Role, Functions and Tasks of the Ombudsperson's Office in the Republic of Moldova”, which was held in the Penitentiary No 9 of Chisinau municipality.

The event took place as part of the promotion and training activities in the area of human rights, carried out by the Ombudsperson's Office, which put forth the need to train the employees of detention facilities on the prevention of and response to torture and ill-treatment.

The workshop was attended by 40 officers of the penitentiary. During the workshop, Gheorghe Bosii - the lead consultant from the Ombudsperson's Office delivered a speech on the following topics: “National legal provisions regulating the crime of torture, and the accountability for committing ill-treatment”; “Practical aspects of ill-treatment forms.  In the second part of the event, Igor Muntean – the senior consultant – informed the employees of the penitentiary system about “ National and International Human Rights Protection Mechanisms. Role, Functions and Tasks of Ombudsperson’s Office in the Republic of Moldova and the Case-Law of European Court of Human Rights with regards to Article 3 of ECHR - Prohibition of Torture.”
