The Office of the Ombudsman signed a cooperation agreement with the Association "The Nondiscrimination Coalition"

The Ombudsman Mihail Cotorobai participated on 12 May at the launch of the Study and guidance on investigating hate crime, held under the "Institutional partnership to strengthen and streamline the national system of protection against hate crime" project, implemented by the Nondiscrimination Coalition with the help of the project "Support of National Institutions for the Protection and Promotion of Human Rights as recommended by the UN Conventions Committees and the Universal Periodic Review", financed by the Ministry of Foreign Affairs of Norway and implemented by United Nations Development Programme in Moldova (UNDP) and the Office of the High Commissioner for human Rights (OHCHR).

The event presented the study on the investigation of hate crimes. The need to prevent and combat crimes committed out of hatred, besides establishing a regulatory efficient framework, the elucidation of tolerance and non-discrimination in society, and training of personnel involved in the criminal justice become priority in the legal field, is the opinion of the author of the Guidelines, ex-ombudsman Anatolie Munteanu who presented the study's methodology and key aspects of investigating hate crime.

The Head of Investigation and Monitoring Department of the Ombudsman's Office, Svetlana Rusu, coauthor of the study, presented various aspects of infraction hate and various international mechanisms relevant to the State's obligation to investigate actual crimes that are based on hatred or prejudice.

At the end of the meeting, the Ombudsman, Mihail Cotorobai highly appreciated the quality of the study, the concept of scientific argumentation and practical aspects analyzed. He pointed out the usefulness of the study for experts in the field.

Within the event, MihailCotorobai signed a cooperation agreement with the Association "The Nondiscrimination Coalition". The agreement provides for cooperation and contribute to building consistent application of a nondiscriminatory legal framework in Moldova, to increase public awareness of discrimination in Moldova; to monitor the implementation of policies to prevent and combat discrimination in our country. For this purpose, institutions aim to identify and promote best practices for the prevention and combating of discrimination; to exchange information in the field of statistics, and mutual consultation, events of common interest in the field of discrimination etc.
