Minors in detention: solutions for reintegration in society

Observance of minors rights that  are  under detention, their human dignity and stimulate motivation, which offers real opportunities for social reintegration were the topics discussed at the roundtable "Is the community ready for the child in detention?" Organized by the Department of the Penitentiary Institutions of the Republic of Moldova on 20 February 2014.

The representative of the National Mechanism for the Prevention of Torture George Bosi, who took part in the event, in his speech, emphasized the decisive role of collaborators of penitentiary system, the probation counselors and teachers in the process of resocialization and integration of the minor located in custody.

In this context, are to be respected the rights of minors under detention, stimulate their human dignity, motivational, pedagogical measures in order to familiarize the minors under detention with general life skills that would provide real opportunities to rehabilitation and social reintegration. This requires consistent state supported programs as a main condition for the success of the educational work with minors that are in detention.

 Isolation of minors is a remedy that must be applied only as a last resort. However, when detention is implemented, shall be respected the human dignity and personality of minors, helping them  to raise awareness of committed acts in order to repair the consequences arising from the offenses through the use of mediation to the injured party. Juvenile prisons should not be regarded as reservations for criminals, but as a places where they can be motivated to respect the legality and understand that their and others persons rights and freedoms are inalienable values.

Only after such an attitude, as well as some help activities the after release stage will be successful the reintegration  of minors that are in conflict with the law in society.

A very important factor should be the activity of state authorities in order to create conditions in which children shall be involved in sportive, cultural and educational activities as well as in schools children to learn about the bases of a tolerant attitude in society with the concepts of general human rights and freedoms.

Only after a tolerant attitude and an active role of society and state authorities will be possible to avoid criminal relapse to minors released from detention.

The event was attended by teachers of high school „ Nicolae Bălcescu” from Ciorescu community who participate in training activities of the 23 minors who are detained in Prison nr. 10 in Goian vilage, Chișinău municipality.
