The national ombudsman institution appreciates the fact that, despite limited financial possibilities, Edineţ administration has identified resources to launch a service for people with special needs or reduced mobility. It is very important that that initiative is carried out with the financial support and under the auspices of local public authorities from Edineţ and significant is the fact that requests from beneficiaries are received even in the office of the mayor.

For the support of concerned category of people, ensuring their access to social infrastructure is very important both the existence of a "social taxi", and the fact that this services are free. That given the low income of persons with disabilities and those socially vulnerable.

We recall that within the Decade for Human Rights organized by CHRM during 1 to 10 December 2014 on the topic of promotion of persons with disabilities rights the national institution addressed the issue of targeted category of people access to public transport.

Moreover, in a resolution adopted on the edge of the held consultations with representatives of various NGOs working in this area, CHRM called central and local authorities to identify solutions to enhance the mobility of persons with physical disabilities, hearing, sight and ensuring their access to public transport or, accessibility is an indispensable condition for the exercise by people with special needs of civil, political, social, economic and cultural rights.

In last December the National Ombudsman Institution launched the idea of applying the tactics of small steps in creating of an free of barriers environment for people with disabilities favorable to their full integration in the community. CHRM will continue to work in this direction, within the limit of its available competences, and maintain an ongoing dialogue with responsible public authorities and civil society partners (http://www.ombudsman.md/ro/stiri/institutia-nationala-ombudsmanului-lans...).

The launch of «Social Taxi» in Edinet constitutes proof of that, regardless the circumstances, solutions can be found to solve a vital problem for people with special needs.

We hope that the initiative from Edineţ will be taken by the other local public authorities.
