On July 31, the CHRM Cahul Representative Office has organized a workshopin the activities within the context of anti-torture campaign. The event was attended by representatives of police inspectorates , regional and specialized prosecutor’s offices and representatives of penitentiary institutions and military units in the area. On the meeting the Head of CHRM, Cahul Representative Office spoke about

 During the event, the chief representative of the CHR Cahul, Anatolii Cravcenco spoke of the absolute prohibition of torture, inhuman or degrading treatment by state representatives against people that are in their custody. State staff need to exercise their functional duties very responsible, or any action taken in excess of the legal provisions are void and can not be the basis for the adoption of decisions by the courts. Anatolii Cravcenco noted that an important direction in the activities of the Representative Office are the visits to the teritory institutions in wich are or may be held  persons whose freedom is limited. So the role of torture preventive mechanism lies in the prevention of ill-treatment in detention facilities.

About the need to perform ongoing staff training of those instititutions in which are or may be held persons whose freedom is restricted also spoke Gherghe Bosîi the principal Consultant of the Investigation and Monitoring Service of the Center for Human Rights of Moldova. Some prosecutors made presentations to. They mentioned the role of prosecutor in the prosses of ill-treatment cases investigation, also were noted the difficulties which are faced by them during the investigation of such kind of infractions.

Also all present prosecutors and police representatives noted on the chapter difficulties in scarce endowment of police officers with special equipment intended to contribute in solving crimes. For these reasons many police officers are forced to discover crimes with less legal methods.

The majority of participants at the event called for resolute suppression of the ill-treatment application  practice on persons that are under custody. However, it was mentioned the necessary to effectively investigate all cases where it is alleged the use of ill-treatment.
