The discussed topics were focused on the respect of human rights in our country, the effective implementation of anti-discrimination legislation and policies, including the provision of legal assistance and judicial independence; implementation of relevant UN and Council of Europe instruments, realization of measures of the National Action Plan on Human Rights. Were also discussed issues related to the work of the national institution of human rights, the functionality of National Mechanism for the Prevention of Torture, the situation on respect of human rights in Transnistria.
The Director of the Center for Human Rights from Moldova, Anatolie Munteanu, referring to the situation in Transnistria, mentioned that in 2012 the CHRM opened one representative office in the security zone, in Varniţa village. The activity of the mentioned representative office is oriented to assure assistance to citizens from bouth sides of the river Nistru.
The parliamentary advocate also spoke about the legal framework of the Center for Human Rights from Moldova and National Mechanism for the Prevention of Torture function, the draft law that is currently being drafted and the objections of the Parliamentary Advocates on the subject.
According to the Director of the CHRM, the National Preventive Mechanism has achieved some successes, on the state level were recognized the existence ill-treatment and torture application, by society and decision makers was realized the need for eradication of the phenomenon, were reduced the number of convictions at the ECHR for the acts of torture and ill-treatment.It was also noted considerable increase of number of monitoring visits to detention locations a particular direction of activity being the monitoring of psychiatric hospitals and psycho-neurological residential institutions. Although the facts found upon visits or appeals, Parliamentary advocate submitted several demarches to commence prosecution, only 46 criminal cases were sent to court from 140 started at the Ombudsman request. However, only in one sentence were set the punishment in the form of a fine from 15 conviction sentences with regard of 30 people, remaining judgments - conditional suspended sentence, the remainder judicial decisions - conditional suspended sentence. Anatolie Munteanu, believes that in regard are gives some additional actions to complete the NPM work and bring society and judges at the understanding of the need to punish the acts of torture.
The Parliamentary advocate Tudor Lazăr, stressed the importance of the adoption in 2012 the law on ensuring equality and referred to the implementation mechanisms of the mentioned law. The ombudsman pointed out several aspects of the Parliamentary advocates institution activity, highlighted the key issues in the field of ensuring equality and anti-discrimination. Tudor Lazăr, revealed that social adaptation of Roma people, the respect of their rights, remains a priority in the activity of the Parliamentary advocate. Ombudsman spoke about other aspects, like the emission by some local public authorities of discriminatory decisions towards sexual minorities and the actions taken on these cases by CHRM.
The Parliamentary Advocate for Children Rights Tamara Plamadeala stressed the need for discussion held on the chapter of the respect of children rights, where, in the opinion of the ombudsman, there are many infringements.
