The implementation of the UN Convention on the Rights of Persons with Disabilities, ratified by Moldova in 2010, creation of some functional and independent mechanisms for the promotion, protection and monitoring of the implementation of the Convention, were discussed during the meeting of the Parliamentary advocates Anatolie Munteanu and Aurelia Grigoriu with the executive director of theHungarian Mental Disability Advocacy Center, Oliver Lewis and early stage researcher on initial training network from Ireland Galway University, Magdolna Birtha.
Examined topics were also referred to involvement in this process of national institutions for the protection of human rights, civil society, in particular persons with disabilities and the organizations that they represent.
The director of the Center of Human Rights from Moldova, Parliamentary advocate Anatolie Munteanu talked about the need to develop a clear legal framework related to Commission for monitoring of the UN Convention on the Rights of Persons with Disabilitiesimplementation.
Ombudsman highlighted the role of Center for Human Rights from Moldova in the promotion and protection of persons with disabilities rights, noting that this area is a priority for Parliamentary advocates activity. Anatolie Munteanu said that monitoring of the situation of people with disabilities, especially in psychiatric hospitals and psycho-social residential institutions that provide medical and social care services to people with mental disabilities and the development of an analytical study on this issue, was a unique experience for our country.
Parliamentary advocate Aurelia Grigoriu mentioned that CHRM collaborate with several non-governmental organizations that represent persons with physical and psycho-mental disabilities, organizations witch activity is efficient and social resonance - visible. These organizations meet a large number of members: 86,000 members compared with 176 000 people with disabilities in Moldova.
Thus to that ombudsman noted the efficiency of CHRM activity in mentioned field and in particular gratitude to the principle of active and direct involvement and consultation of people with disabilities. Also parliamentary advocate stressed the need for transparent selections of NGOs that will be involved in the implementation and monitoring of the Convention.
Executive director of Mental Disability Advocacy Center, Oliver Lewis, made a reference to legal frameworkprovided by the Convention, noting that the national institution for the protection of Human Rights must play an active role in the process of implementation and monitoring of the Convention. Oliver Lewis also highlighted the need for direct involvement of NGOs working in this field thru direct participation of these organizations members in decision making, especially at the trainings in the human.
