The director of the CHRM, the Parliamentary Advocate Anatolie Munteanu, was present on 01.06.2013 on the event “Open Doors” dedicated to International Children's Day, which took place in the Penitentiary for minors located in Goian village.
The Ombudsman congratulated the minors with the occasion of International Children's Day, wishing them in short time to return home and on the same time this time spend by them in penitentiary to be useful and beneficial to start on a new path in life. Anatolie Munteanu brought to teenagers a lot of informative materials soccer, volleyball and basketball balls. Sports stock for them – in order to be healthy and strong as well as various informational materials - to be educated and to know their rights.
The director of the CHRM took the opportunity and visited several facilities and blocs of the institution in order to be informed on which conditions the minors are detained. For the first time in the penitentiary system were created optimal conditions for teenagers to not recall them that they serve their sentence, noted Anatolie Munteanu, on the meeting with interim director of the Department of Penitentiary Institutions, Ana Dabija, which was presented to the Head of Goian Penitentiary, Liuba Jeghnea and other employees of the concerned institution.
The Parliamentary Advocate noted the obvious changes that have occurred within a short time (from May 7) in the behavior of 20 minors transferred from Lipcani penitentiary. Anatolie Munteanu appreciated the achievements in this regard of DPI employees and said that he would appoint the Ombudsman awards and diplomas in a sign of merits appreciation of the staff involved in project implementation – the Penitentiary in Goian.
The Parliamentary Advocate urged the DPI employees to persevere further support of teenagers not only within the Penitentiary but also when they come out to freedom, through actions of probation. In this context, the ombudsman drew attention to the current data rate of relapse among minor’s cases - 52 percent, which is a reason for concern.
Mentioning that in Goian the minors are engaged in various educational activities, Anatolie Munteanu launched an initiative to hold in this fall jointly by DPI and CHRM - organizing with the minors of the Penitentiary one cross-country event. Also the Parliamentary Advocate announced the availability of the CHRM for support of DPI in the development of various educational activities. The performance of the minors with songs and poetry recitals in today's ceremony is the proof that they have potential that must be realized, they are talented and deserve to receive the chance of a bright future, noted Anatolie Munteanu.
The inauguration of the Penitentiary in order to hold minors from Goian village, community Ciorescu took place on May 7, 2013, following the realization in the summer of 2011, of a joint project of the Ministry of Justice, Department of Penitentiary Institutions (DPI), with the support of Norwegian Mission of Rule of Law Advisers to Moldova (NORLAM).
The concept of the project provides a complete change of detention model of minors that are in conflict with the law, from one based on the principle of punishment and passive re-socialization in a system of reeducation trough pro-active methods based on the principle of participation, intervention and development of life skills. The project provides a gradual transfer of 76 minors who are held in Lipcani Penitentiary to the Penitentiary in Goian village.
