Training workshop for 60 employees of penitentiary system.

The workshop was held at Training Center of the Department of Penitentiary Institutions from Goian village, mun. Chişinău on topic: "The phenomenon of torture in institutions subordinated to Ministry of Justice ", "International and regional mechanisms for the protection of human rights. Detention conditions and treatment of detainees in the jurisprudence of the ECHR. "

The event was held in reference with the action plan of CHRM’s Investigation and Monitoring Service in accordance with the Law of People’s Advocate (Ombudsman) no. 52, which provides training for employees of institutions witch ensure detention of persons in the field of prevention and combat of torture and ill-treatment.

During the seminar, the principal consultant George Bosîi presented details related to national legislation that regulates the activity of the ombudsman and the national mechanism for torture prevention (NPM); talked about the phenomenon of torture in penitentiaries, NPM role as an extrajudicial measure of protection of the right to physical and mental integrity of persons.

Senior consultant Igor Muntean informed the penitentiary system employees about international and regional mechanisms of human rights protection: structures within the UN and human rights protection instruments at European level: Council of Europe and the European Court of Human Rights. In particular he referred to principles set out in law, which must set up relations between detainees and penitentiary personnel in particular the importance of non-discrimination principle.

On the training was also discussed the pronounced by European Court of Human Rights cases regarding the violation of ECHR art. 3: conditions of detention and the treatment of persons deprived of liberty.

 

At the event were present experts from the field of human rights protection from Netherlands, who appreciated the quality of training for penitentiary staff organized by the Office of the Ombudsman. They noted that training in the field of fundamental rights standards constitute a guarantee of compliance and ensuring of fundamental rights of persons held in state custody.
