Monitoring visit to motorized infantry Brigade Nr.3 "Dacia"

On July 24, 2014, within the activity of the National Mechanism for Torture Prevention, consultant of the investigations and monitoring service, Iurie Dubenco, and Anatolii Cravcenco, the head of CHRM Cahul Representative Office, conducted a monitoring visit to motorized infantry Brigade Nr.3 "Dacia".

Previously the CHRM employees conducted several visits to this military unit and found poor conditions both in the barracks, dining room, sanitary facilities, as well as administrative building and medical block of the mentioned unit. Following the visits, the National Mechanism for Torture Preventionhas developed and submitted to the Ministry of Defense a few notices with recommendations that require taking of several measures aimed to radically change the constated situation.

During the visit of July 24 was found following state of thing: the military unit began repairing works in barracks and occurred capital renovation of canteen, the roof of administrative block was changed totally. These works are made from the funds allocated for this purpose to the Ministry of Defense. Priority of works is dictated by necessity to finish capital repairs until autumn. At present time allows adaptation of soldiers to conditions of campaign, which will not be possible in the cold season.

It is necessary to mention the capital renovation of kitchen and canteen. Besides the change of old and worn windows, there is changing and adaptation to modern requirements for all engineering installations - electrical, water supply and the sewerage system. In previous visits the sanitary-hygienic conditions of the kitchen and canteen were established as inappropriate, physically and morally outdated. The maintenance of hygiene in those rooms at that time was problematic because of onset of wear water and sewerage network.

In contrast to dining room and kitchen, where repair works are visible, in the soldiers bedrooms the repair works will start soon. And here, especially in the sanitary groups, there is a need of capital repairs including changing and adaptation of power grids, water and sewerage networks.

From conversations with the administration of the unit, we found that the medical block, which is in a deplorable state probably, will not be repaired soon. This is because the allocated means does not cover the needs of the whole complex of buildings of the unit. But according to the specialists, the materials it is made the medical block are extremely worn, outdated and current repair would not change things for the better. Experts claim that the optimal solution in this case will be the construction of a new building, adapted to modern requirements.

Regarding the conditions, the situation remained the same: in all rooms of the medical block during rain the roof and walls are flowing, this is a factor of concern for firefighting safety, because the electrical network is outdated and installed under some decades now witch present a danger of electric shock or short circuit, the medical equipment is old, the supply of the medications is satisfactory.

The situation in bathrooms has not changed from previous visits.

As for the educational work of the troops, officers pay particular attention to physical training that allows soldiers to participate and even win more sports tournaments. Soldiers are engaged in instructional activities according to the activity plan.
