Training for the Employees of the Penitentiary System
On 26 October 2015 a workshop on “The Phenomenon of Torture in Institutions Subordinated to the Ministry of Justice” was held in the Training Centre of the Department of Penitentiary Institutions. “International and Regional Human Rights Protection Mechanisms. The conditions of detention and treatment of persons deprived of liberty under ECHR case-law.”
The event was organized for purposes of implementation of the Action Plan of the Investigation and Monitoring Service of CHRM and in line with the Law on the Ombudsperson No 52, which provides for the training on prevention and combating of torture and ill-treatment of employees of institutions where people are detained.
38 officers and under-officers form the Department of Penitentiary Institutions attended the workshop. During the workshop, the Lead Consultant, Gheorghe Bosii, shared details about the provisions of the national legislation governing the activity of the Ombudsman and the National Preventive Mechanism against Torture; spoke about the phenomenon of torture in penitentiaries, role of the mechanism as an extrajudicial measure to protect people’s right to physical and psychological integrity.
The Senior Consultant, Igor Muntean, told the employees of the penitentiary system about the international and regional human rights protection mechanisms: the UN structures and the human rights protection tools at European level: Council of Europe and the European Court for Human Rights.
At the training, the cases on which the European Court of Human Rights pronounced itself with regards to the violation of Article 3 were brought into discussions: conditions of detention and treatment of persons deprived of liberty.
